A Promaster may not have the close button for an Improvement/Incident

Where an Improvement/Incident has a location, that is set to "All required to close" the Promaster will initially have a "Close" button.  

Upon selecting this button, the Close action is registered by that Promaster and the Close button is no long present to be selected.  The Improvement will not close, as All closers are required to close the improvement.
