Symptoms
Error stating "Server was unable to process request. ---> Error moving files: The following files do not exist, are checked out or cannot be overwritten: ". The workflows were originally built for a SP 2010 environment, and the error only started happening once upgrading to 2013.
Diagnoses
After inspection it was noticed that both staging and production processes were using the site URLs of the dev server for their move document events which was incorrect.
Resolution
Change the string tables to point to the appropriate URLs for both production and staging.
