picklist values out of order

Works as expected in Salesforce Classic.

It looks like it is alphabetizing the results. 

Nope. Cashed somewhere in browser. Even forcing cash to refresh didn’t fix it.

Confirmed by opening page in Firefox and works as expected.

So to fix it you’d need to delete your cookies. Does this fix it in lightning as well or only classic?

Not using Lightning.
