Does anyone know how to make icons smaller? In particular, I want to make my row action icons smaller so that they don’t make the rows in my tables taller. I noticed that my tables with no row actions look very narrow (which I want) but once I add a row action, they almost double in height.

Looks like you are using a theme derived from the Classic theme. These row action images are sprites and so are going to be tough to resize.
You might try rolling your own action icons using the method described by Irvin Waldman: https://community.skuid.com/t/can-i-use-a-custom-image-as-a-row-action-icon
