Creating page pack for module that has no pages hangs" with "Packaging Pages Into StaticResources""

When attempting to create a page pack for a module that contains no pages, the operation starts and then “hangs” with the modal message of “Packaging Pages into StaticResources”

Notes
1) This occurs in Banzai & Rockaway
2) I would think this is low priority given a user wouldn’t normally attempt this but some boundary/error checking should likely be added.

Steps to reproduce:
1) Create a new Skuid module
2) Attempt to create a page pack for the module added in #1

Expected Behavior
Either a message indicating that there are no pages to pack or successful completion of the static resource (just with no pages)

Actual Behavior
UI hangs with message “Packing Pages into StaticResources”
