V1 pages only show pencil/edit icon for read/edit fields when hovering over. V2 pages show pencil/edit icon for all fields that are read/edit. How can I control the icon visibility and/or color in the Design System?

To control the icon visibility in v2, you modify that in DSS. Specifically: Form → Change mode icon → Icon color .
Also, you should consider setting the forum to edit mode so the boxes are visible to the end-user which helps with the UX as they interact with the site.
