It would be nice if I could migrate a theme’s static resource from one org to another, and then ‘add’ that theme to the target org’s list of themes by pointing to the static resource. I think inline row creation was enabled on the theme table, that would work?
As it is, I have to download and then upload the resource, which isn’t bad, it would just be easier to migrate the theme with other static resources.
