We have a known issue where instances may show an incorrect state, such a Running when they are not.

Resolution
The fix for this issue is to upgrade to version 17.4 and RPA Central 2.4.
Additional Information
If the incorrect instances are from before you upgrade to version 17.4 and RPA Central 2.4, please know that we are aware of this and we are going to resolve this in the near future but they should not affect anything and you can just ignore the status on those instances.
