Issue

The create Checklist button may not be present on all Processes.

Resolution

The button is only available for Published versions of the Processes. 

If the Process has never been published, publishing the Process will resolve this. 

If the Process is currently 'In Progress' (versions x.x) changing the view to the Published version will show the Checklist button.
