If a risk portfolio is no longer required, but has risk with overdue signoffs, can the portfolio be deactivated and the signs automatically removed from the dashboard or do signoffs need to be completed before deactivation?

Risk Portfolios cannot be deactivated. Unlike Improvement/Incident Portfolios, the only available option is to delete a Risk Portfolio. However, Risk Portfolios that contain associated Risk or Compliance items cannot be deleted, which I believe that will apply to your case.
Because Risk Portfolios cannot be deactivated, there is no mechanism that would automatically remove overdue risk sign-offs from users' dashboards by deactivating the portfolio. Similarly, if Risk Controls are configured with recurring review/sign-off schedules, those reviews will continue to be generated while the associated risks and controls remain active.
I would suggest to switch the repeat setting for the sign off of those controls to “Never” and perform any final sign-offs. A Promaster should be able to do that in the most effective way. I would then suggest to rename the portfolio to avoid further usage.
