How do i activate scroll bar

The scroll bar on right is visible, with no up/down arrows, but not active EXCEPT with a mouse.  See attachment. Any ideas on how to make the scroll bar active for without mouse or with mouse?

    Thanks for bringing this to our attention, I have raised this with the product team and they are going to look at this behaviour and look to resolve it.
