We are looking at moving over to explicit process reviews so they are done at the same time every year. BUT, is there a way to disable the override default so that process editors cannot change this?

Process Editors have editing functionality within the process. There is no feature to name who can / cannot override beyond the default user rights in Process Manager.
This would likely need to be something established within your governance framework and rulebook for process creation.
