The person who uploads the document isn't necessarily the document's owner. Where a document is not attached to any processes, all Promasters are set as the owners of the documents.
Promasters are removed from being a document owner in the following situations:

Document owners are specified through the Edit Stakeholders options on the process group that the document belongs to.

A document is attached or uploaded to a Process. The Process Owner & Expert and any Process Group Champion(s) become the Document Owners.
Additional Information
If a document is attached to multiple processes, the Process Owners, Experts, and Group Champion(s) of each process where the document is attached become the owners.
