How I can make a decision if the customer balance greater than the limit or order amount greater than the same limit choose escalate, based on the lsmaller amount and he can approve either one of them is fales but if the 2 is true he cant approve

You mentioned that if both are true then they are forced to escalate?
currently with it you have it configured as an OR for both questions meaning either statement could be true for it to allow escalation.
try changing it to an AND statement, if I understand the logic this should be correct.
