new 'Set instance Name' action for NWC is it non-billable?

Looking at the list of actions that are Non-billable / Exempt:

I was wondering if the new 'set instance name' action will be non-billable as well?

I see it as very similar to the 'set workflow status' action that is non-billable on the other platforms.
