Is it possible to edit the task footer text that currently reads “You may complete this form: or you may reply to this e-mail with: "Rejected" or "Approved" followed by a comma and any comments.” All I see in the action is a checkbox to toggle its visibility. How do I edit the message?

Unfortunately not, however you can copy the message, edit it and paste it at the end of the task mail and disable the footer text.
