Issue
Unable to delete an Enterprise edition action after importing a workflow created with and with an enterprise license and then imported in to a farm with a Standard license. The action has not loaded correctly so there is no configuration drop down menu
Resolution
Export the workflow and then import it again, If this does not work then the only option would be to recreate the workflow from a blank canvas
