Operations Groups for Workflow Actions Missing in One Site

Issue

In the workflow designer, some of the operations groups for the workflow actions are missing for only one site in a site collection.

Resolution

1. Log in as a Site collection Administrator. 
2. Go to site settings.
3. Under Nintex workflow, click on Managed allowed actions. 
4. Stop Inheriting permissions.
5. Select all the actions that are not available click on edit permissions.
6. Add the groups for the user accounts that do not have access to these actions.
