Issue
When configuring a Flex Task action with "First response applies", not all user accounts receive the Not Required Notification email.
Resolution
When configuring the Flexi Task action, under the Assignees, enable Create individual tasks for all group members. Once enabled, all users in the configured group will get both a task and task cancellation email. This is expected behavior.
