When using a Nintex Workflow with a Conditional Start, the workflow does not start when the item is created or modified, if the workflow initiator has Contribute permissions.

Make sure that the Workflow Setting configuration>"Require manage list right" is unchecked.

When the setting "Require manage list right" is checked, the user starting the workflow requires the Manage Lists right and the Contributor permissions level.
