Issue
When a workflow with the Check Out Item action runs, it fails with the error: Error "This document could not be checked out. You may not have permission to check out the document or it is already checked out or locked for editing by another user".
Resolution
- Verify that the item is not already checked out when the workflow is run. If so check the item in.
- Verify that the workflow design does not contain a loop that checks out the item but does not check the item back in before looping.
