ISSUE
When using the workflow designer, none of the actions appear in the Workflow Actions panel and when publishing, the workflow fails with the error:soap:ServerServer was unable to process request. ---> Some or all identity references could not be translated.

RESOLUTION
Review groups used in the workflow design for any groups that have recently been changed, specifically groups changed from a Security Group to a Distribution Group.- Remove the group from the workflow design and re-add it.
- Revert the group back to a Security Group.
