Issue
After disabling the "Conditional start" setting in a workflow, the setting reverts back to 'Enabled' after opening the workflow in the workflow designer.
Resolution
1. Try to change the workflow settings while logged in as the site collection administrator.
2. Export the workflow, then import it with a different name and try to change the settings again and confirm saved changes.
