Any servers that have the below services running need to be licenced
Microsoft SharePoint Foundation Web Application
Microsoft SharePoint Foundation Workflow Timer Service
Any servers with the server role "Front-end " has the service "Microsoft SharePoint Foundation Web Application" running so the server will need to be licenced
Any servers with the server role "Application" has the service "Microsoft SharePoint Foundation Web Application" and "Microsoft SharePoint Foundation Workflow Timer Service" running so the server will need to be licenced
