Why doesn't a workflow using the Item Modified option start after modifying the document associated to the library the workflow is running on?
Instructions
A workflow can only be started using the Item Modified option when a property of the item is updated. Any field on the list or library being updated will run the workflow. The only way to use a modified document as a way to run the workflow is if the document is checked in and out, using the check in/check out status.
