Is it possible to copy documents from one library to another while preserving version history?

Copying documents directly while preserving version history is not possible in SharePoint. As a workaround, some other available options are:

Call the author.dll "Move Document" using the Nintex Workflow Web Request action. For more information, see Nintex Workflow - Move Documents and Preserve Version History.
Use 3rd party tools available from providers like Metalogix and Sharegate.
Build a custom code solution.
