Powershell to restart multiple list/library WFs in SP2019

I am migrating form SP2013 to 2019 and need to restart 100's of workflows across multiple site collections from a csv file. Is there something that can be scripted?

    If you migrate the Nintex content database along with the SharePoint content database, you shouldn't have to restart any workflows. You can use NWAdmin.exe command line tool to attach the Nintex content database.
