If you try to run the installer to enable new identity sync after applying a Fix Pack, you will encounter issues with Configuration Analysis and Setup Manager.
Running the Configuration Analysis after that will show several errors despite the installation having completed without any errors previously:
And running Setup Manager will launch it in Update mode, making it impossible to perform reconfiguration:

Re-apply the most recent Fix Pack applied on the environment and the issue with Setup Manager and Configuration Analysis should be resolved.
