Is there a way to pull all the information shown in a worklist, but limit so the end user cannot action the task from the worklist? If they action from the worklist it skips all the form rules, so I want to avioid this possibility.

I believe based on your environment, this can be achievable via "Hiding Worklist Actions using Worklist Control on the form", please see the below steps:-

That allows you to amend the visibilty of items such as view flow, etc... not the task actions themselves.

Have you tried this setting in the K2 HTML 5 designer?
If you configure your actions,  there is a little eye icon which allows you to toggle it on or of on the right-hand side.

As per our documentation, you can disable the visibility of task actions by toggling the eye icon per action:
