Is this a custom broker that was created by a developer on your side? Or are you referring to a community broker like below:

Do other methods work? like a Read or List method?
The error seems to indicate no being able to connect to domain controller. What authentication method for service instance?
Does account have access?
Does service instance allow for configuration of domain/specific domain controller?

+2This isn't possible with the standard OOTB AD service broker. You would need to create your own integration to do this, like a custom service broker or using one of the API brokers to connect to an API which provides this functionality.
