Remove Rule disabled

Hello,

 

I was just going into one of the forms we made recently to edit a rule, only to notice that we cannot. We can open the edit dialog but not change anything in it, nor can we remove that particular rule. Why are some rules locked from removal?

    Is the the rule is defined on the view rather than the form?
