Issue
Users cannot package and deploy Roles from source environment to the destination.Symptoms
When you create a package, Roles added in the Users > Roles section will not package as a part of your solution. This is by design.
Troubleshooting Steps
Roles will only get packaged when they are part of a process. Please see the following example:
K2 roles associated with the workflows are automatically packaged when you are packaging a solution. The Role 'Package Role test' is added to the package as an additional item, since it is part of the process.
