Looking for your comments !! My requirement is, Upload document to sharepoint 2013 document library. The document names will be changed as per combination of (Dropdown value + Table ID). If same document uploaded, then SP 2013 should allow it as new version, Instead of new file.

Overwriting existing document requires to have the same document name, if the document name doesn't exist it will upload it as new file.
Are you using Update Document Metadata method to change the file name? this shouldn't create new record.
