Is there a dashboard where the users can access instead of typing the runtime URLs?
If so, is it possible that the user only have access to the forms that he has permission?

Hi Aaron,
You have a few options on that. The first is a really good marketplace item called K2 Menu System, which gives top and side menu options and has the ability to grant menu option permissions whcih can be used also for form level security:

K2 also have K2 workdesk, which is more of a side menu option and not quite as configurable.yet and only works with 4.6.11 or 4.7:
