Issue
When a workflow has an Action Set configured to "Run contained actions at elevated app permissions," the workflow
fails for all users, regardless of permission level, upon entering the action set. Without the Action Set configured to "Run contained actions at elevated app permissions," the workflow works without issue.

Resolution
- Navigate to Site Settings > Manage site features
- Deactivate "Workflows can use app permissions"
- Re-activate the same feature
