Using Nintex Forms for Office 365 the attachment field can be made compulsory.
Instructions
Open the Nintex Form in the Nintex Form designer.
Click on the attachments control, then click on control settings to open the settings page.
Using the "minimum attachments" section : set the value to larger than zero. that will force the user to add attachment(s).
