ISSUE
While trying to publish a workflow within Office 365, the publish fails with the error:

Error publishing workflow. Microsoft.Workflow.Client.WorkflowManagementExcept. A response was returned that did not come from the Workflow Manager. Status code = 503: Service Unavailable

Contact Microsoft SharePoint Online support to troubleshoot and resolve issues or failures with the underlying Workflow Manager system in SharePoint Online.
