Symptoms

When activating the Content Organizer and items get into the final Library (or even a folder) the workflow does not start.

The Workflow is set up to start when an Item is created. It works fine when the content organizer is deactivated.
 

Diagnoses

In reviewing the logs, the service account used to run the content organizer does not have permissions to start the process.
 

Resolution

Granting the service account Start permissions on the process resolved the issue.
