Workflow Deploy "Error: The Start Workflow Action already exists."
Diagnoses
This is caused by an association between the smartforms integration and workflow.
Resolution
You would need to go to your smartform, delete the rule that starts the smartforms integrated process, and then re-run the smartforms integration wizard in your workflow which will re-add the rule.
