Workflow Build Question

We are having some issues with one of our SharePoint sites getting hung up (Showing "Working on it..." when you try to access the site) and we are trying to narrow it down to what could be causing this issue.  Someone else built this workflow in our company and I wanted to see if you guys saw anything wrong with the way this is laid out:

It goes down the Check Status state first then to the In Process state....my concern is the set item permission with no delay or anything behind it, but wanted to see if anyone else saw anything that might be a concern with the way this is built.

why do you think slowness is caused by a workflow? workflows aren't being triggered  while you navigate to a site/list/library.

my concern is the set item permission with no delay or anything behind it

it's not always necessary. state machine anyway dehydrates the workflow causing permission settings being  committed to the list.
