Why is extra space getting added to my panels?

This is quite common and occurs for various reasons.   Usually putting a control inside of a panel, or adjusting a Nintex Rule fixes the issue.  In this case you could try putting your attachment control in a separate panel below the current panel to see if that happens.   There isn't a scientific approach to fixing this unfortunately, and is oft resolved through trial and error.

Thank you for the reply.  I tried messing around with the attachments and rules and such.  But no luck.

Then I stumbled upon the "Resize at runtime" option on the Panel Settings.  It is defaulted as "Yes."  I flipped it to "No" and it fixed the issue.  With this being a common error, maybe this solution will help others.
