Please note K2 support deals with product break/fix issues where K2 product is not working as expected.
 

Resolution

Since your company is a ?Referral Partner? and therefore your entitlements are restricted to the following:
Knowledge Base
Add Users
Update Company Profile
Opportunity Registration
Marketing
Remote Services

So meaning you cannot access license key requests due to your partner settings.
