Symptoms
Issue:
When a workflow has a Hebrew name the client is unable to package and deploy the workflow. A IO error was raised when trying to deploy the package.

Resolution
Diagnosis:
We reproduced this issue locally on one of our environments and found that the kspx files was not saved correctly and that is the reason the client received and IO error.
