Diagnoses
After upgrading to 4.6.8 viewflow does not work with error:
404 Not found when viewing opening viewflow URL.
From 4.6.7 viewflow also uses STS (claims) for authentication.
We need ot make sure the viewflow site's authentication is set correctly.
Resolution
Changed Viewflow site authentication from forms to Windows in IIS.
