Why can I not use a environment value in an escalation rule when selecting 'Escalate After'? Also, why can I not use a XML element?

What is it you're trying to do that you can't? I've got a String Table variable value that I have set in the Days field of an escalation which seems to work...could it be incompatible data types you're trying to use?
I'm trying to drag and drop an environment field into one of the escalation rule actions (i.e. escalate after X hours). X cannot come form a environment field or a XML field. I can only drop a datafield in there or hardcode a value.
In other words, the only way to make this configurable is to drop into code.

That is interesting - I can definately drop an xml field in there no problems, but also can not drop an environment variable in, but I think it might have something to do with the fact that you can not specify them as number format.
