User Profile Lookup

What are you trying to look up?  The Office 365 Query User Profile action can be used.  It is also possible to leverage the Microsoft Graph API:  Graph Explorer - Microsoft Graph 

I want to be able to have the system enter a person's department and their manager pulling information from our Active Directory system. I will check the other items you mentioned.

You should be able to do both with the O365 Query User Profile action.  

If you're talking about forms, it doesn't seem to be an option in O365.

Forms now have the UserProfileLookup Function and the workflow tool also has the Query User Profile action as well. Both of these should cover you on what you need.
