upload file to a libary and update list item

This is the process: new organization worker has a form with general details about him.

In this form he can upload - if he want, a pdf with its formal sign for getting a parking.

This is just one of the file he can upload - and I would like to restore it for the workflow.

How can I restore this specific file (not at the generic "files" of sharePoint - but as unique field)?

If there is no OOTB solution, may you tell me how do I upload it to a libary?

I would like to convey file in a workflow why there is no OOTB field for files.

I have used an ajax to upload the file to the libary

if you want to copy a file/attachment from a list or library to another library use Copy to sharepoint action

if you want to create new file (item) in library use Create item action
