The workflow object Pause for is frizen

I have problem with pause for, is frizen.

I tried to run with "SharePoint timer Service" service stopped, but it did not work, I tried to start this service, but the problem continued.

This service must be run or not?

In central Administration I restart the service, but the problem continued.

I'm confused, what configuration I need to do?

    Based on the screens hots it looks like you are using SharePoint 2016.
