I could redirect a worklist item to someone else. I would like to know,
1) I can redirect to anyone?
2) Could it be only redirect to someone who might be one of destination users?
3) Could this function to be limited to only allowed users?

First, please note that there is a known problem with redirection in HF2.01 which will be resolved asap.
As for your questions...
1) I can redirect to anyone?
Yes, you can redirect to any other user.
2) Could it be only redirect to someone who might be one of destination users?
No, any other user.
3) Could this function to be limited to only allowed users?
Unless you write a custom app, no - at the point of redirection, K2 Blackpearl has got no predefined list containing 'allowed users'. The person doing the redirect must either own the worklist item OR must be a K2Server Admin and hopefully these people will know who is allowed to work on the item.
