Hi,

Does the issue occur on every site collection?

Do you have a lot of sites under the site collection? Would it be possible to test with on a new site collection without any subsites?

Yes, it does happen with every site collection and we manage to activate it after zillion tries. We have already tried it with a site collection which does not have a sub site.
